Article 31: Leisure, play and recreation

Convention text

1.

The countries that have signed the Convention must respect the child’s right to rest and leisure, and to take part in play and recreational activities that are appropriate to the child’s age.

These countries must also respect the child’s right to take part fully in cultural and artistic life. They must make sure that this right is realised and must encourage appropriate and equal opportunities for every child to take part in cultural, artistic, recreational and leisure activities.

Explanation

Children must have the time and space to play. They have the right to relax and to take part in activities such as cultural and artistic activities, meaning activities in the fields of art and culture. The government must make sure that every child has equal opportunities for this. It must also improve facilities and opportunities for children. For example, it must provide safe playgrounds in the neighbourhood and activities for children of different ages. This applies to all children, without exceptions.
